Representative John W. Mannion represents New York’s 22nd Congressional District covering the Central New York and Mohawk Valley regions. The district includes all of Onondaga and Madison Counties and parts of Oneida, Cayuga, and Cortland Counties and the cities of Syracuse, Utica, Oneida, Auburn, and Cortland.

Representative Mannion serves on the House Committee on Education and Workforce and the House Committee on Agriculture. His work in Congress is focused on lowering costs, strengthening public education, protecting workers, supporting family farms and rural communities, growing domestic manufacturing, and delivering federal resources to Central New York and the Mohawk Valley.

Representative Mannion has made restoring constitutional checks and balances, protecting democratic institutions, and defending the integrity of American elections central to his service in Congress. He has continued his longstanding commitment to public education and disability rights. His first bill, the Protecting Students with Disabilities Act, would preserve the federal programs, expertise, and protections that support students receiving special education services. He also introduced the Science of Reading Act, which passed the House with unanimous bipartisan support, and co-led the bipartisan Teachers Are Leaders Act to retainexperienced educators, strengthen classroom instruction, and expand teacher-led professional development.

Representative Mannion has also worked to protect the right of workers to organize, collectively bargain, and secure fair contracts. He is an original cosponsor of the Protecting the Right to Organize Act and has supported legislation to accelerate first-contract negotiations. His broader legislative agenda includes the bipartisan Next Mission Act to improve the transition from military to civilian employment, the Rural Microentrepreneur Assistance Program Act to expand access to capital for rural businesses, and legislation to strengthen school mental-health services and protect local journalism.

Representative Mannion is helping prepare Central New York for Micron’s historic investment and the thousands of jobs it will create. He helped secure an expansion of the federal advanced manufacturing investment tax credit to support domestic semiconductor production and has championed apprenticeships, career and technical education, and advanced-manufacturing training through Onondaga Community College, MACNY, and other regional partners.

He has secured more than $15.3 million in Fiscal Year 2026 Community Project Funding for 15 locally selected projects across the district. These investments support drinking water and wastewater systems, public safety equipment, hospital infrastructure, affordable housing, airport improvements, advanced-manufacturing workforce development, semiconductor research, and the redevelopment of the former St. Luke’s Hospital campus.

He signed the bipartisan discharge petition that forced a House vote on releasing the Epstein files and has pressed federal agencies to follow the law and answer to the public. He has opposed the Trump administration’s reckless tariff policies, which have raised costs and created uncertainty for families, farmers, manufacturers, and small businesses. He has also opposed the administration’s war of choice with Iran, asserting Congress’s constitutional authority over matters of war and demanding clear objectives, accountability, and a strategy that protects American servicemembers.

As a New York State Senator, Representative Mannion served as the founding chair of the Senate Committee on Disabilities. He secured four consecutive cost-of-living increases for Direct Support Professionals, expanded employment opportunities for individuals with intellectual and developmental disabilities, and advanced policies addressing critical workforce and housing shortages. He also helped enact New York’s Green CHIPS legislation, which Micron cited as an important factor in its decision to invest $100 billion in Clay.

Before entering public service, Representative Mannion spent nearly 30 years teaching high school science, including Advanced Placement Biology and Chemistry. He served for eight years as president of the West Genesee Teachers’ Association, representing approximately 400 teachers, school nurses, and school psychologists through two successful contract negotiations. He is a graduate of the SUNY system, attending Binghamton University and SUNY Oswego.

Representative Mannion is a lifelong Central New Yorker and the grandson of Irish immigrants. His mother worked for New York Telephone, and his father worked for the New York Central Railroad. Raised on Syracuse’s Tipperary Hill, he now lives in Geddes with his wife, Jennifer, an elementary school teacher and reading interventionist. They have three children.
