Representative John W. Mannion (NY-22) Advances Over $11 Million for NY-22 Public Safety, Lead Remediation, Clean Water, Workforce Training, and Advanced Research

WASHINGTON, D.C. — Representative John W. Mannion (NY-22) today announced that 11 more of his Community Project Funding priorities totaling $11,249,000 for Central New York and the Mohawk Valley were approved by the House of Representatives and are expected to pass the Senate.   

These investments, which were requested by local leaders across the district, will help to strengthen public safety, replace lead service lines, modernize water and wastewater systems, expand workforce training, and advance cutting-edge research critical to America’s economic and national security. The funding is in addition to the $358,000 in Community Project Funding Representative Mannion secured for Oneida Health in a partial funding bill that passed into law in November 2025. Three projects, including upgraded baggage equipment for the airport, the Syracuse Housing Authority’s East Adams transformation plan, and the redevelopment of the St. Luke’s Hospital campus are still in negotiations.  

Representative John W. Mannion said, “Every one of these projects came directly from local needs and local voices. This funding means safer communities, cleaner water, stronger job pipelines, and long-overdue infrastructure improvements. NY-22 is my hometown, and I didn’t come to Washington to talk — I came to deliver better healthcare, better services, cleaner water, better schools, and good jobs for every family, every worker, and every community across the district.” 

Representative Mannion worked closely with local governments, first responders, educators, and community leaders to advance these projects through the appropriations process. Many of these projects also received support from Senators Schumer and Gillibrand.

Public Safety & Emergency Response 

City of Syracuse Police Department — Mobile Command Unit: $1,031,000 

Supports a mobile command unit to enhance real-time coordination, communications, and decision-making during major incidents and emergencies.  

Onondaga County Sheriff's Office — Mobile Command Center: $1,031,000 

Expands emergency response capabilities and strengthens preparedness for large-scale public safety incidents and community events.  

Advanced Research & National Security  

Syracuse University — Semiconductor Thermal Noise Testbed: $1,039,000 

Establishes a cutting-edge research facility to develop ultra-low thermal noise materials for quantum sensing, advanced manufacturing, and semiconductor innovation.  

Workforce Training & Career Pathways  

Onondaga Community College — IMPACT Workforce Training Program: $1,031,000 

Expands industry-aligned equipment and hands-on learning to prepare workers for high-demand careers in manufacturing, construction, automotive, and semiconductor industries.  

Clean Water, Lead Pipe Remediation & Infrastructure  

Village of Elbridge / Town of Elbridge / Village of Jordan — Joint Water System Improvements: $1,092,000 

Addresses aging and undersized water mains, improves water quality, increases fire flow, and strengthens long-term system reliability.  

Onondaga County Water Authority — Lead Service Line Replacement: $1,092,000 

Replaces both utility-owned and customer-owned lead service lines to protect public health and drinking water quality.  

City of Syracuse — Lead Service Line Replacements: $1,092,000 

Supports replacement of lead service lines as part of a larger citywide effort to remove lead from drinking water.  

Village of Aurora — Water Treatment Plant Improvements: $1,092,000 

Modernizes an aging water treatment facility to ensure safe, reliable drinking water through new intake, filtration, and storage infrastructure.  

Town of Tully / Town of LaFayette — Joint Water Source Replacement: $1,092,000 

Replaces unreliable hillside springs with a safe, modern water source, improving reliability, pressure, and fire protection for residents.  

Village of Minoa — Wastewater Treatment Plant Improvements: $565,000 

Repairs and upgrades an 80-year-old wastewater treatment facility to ensure continued safe and reliable operations.  

Town of Verona — Durhamville Sewer District Project: $1,092,000 

Creates a new low-pressure sewer district serving homes, improving environmental protection and public health.
